They're no different from cultists and all other miscreants. The only reason why many of them join the force is to make up for their lack of self esteem and confidence.

I don’t need to. They would be very scared to try that rubbish in my world. They are little boys trying to build confidence as you put it by intimidating and harrassing harmless people.

In the right environment, away from their comfort zone, they wouldn’t dare because their trainings would desert them. They will all freeze to death before the hammer descend on them.
