Apparently, pedestrian walkways is not an ill since you cannot explain why a country like Rwanda has pedestrian walkways fully covered but Nigeria doesn't. You are talking based on total ignorance of how underground drainage works. It actually requires MINIMAL maintenance once set up. Covered drains cannot be blocked by people throwing trash into them, because, well, they are covered. Also, it is the municipal authority's function to maintain all drains, so your question about ''who will go into the closed gutters to clean them?'' is rather silly.

The reason they rarely build roads with covered drains here is generally cost-cutting/corruption, and the lack of public agitation for it (since most Nigerians are ignorant of the fact that open gutters are unacceptable, primitive eyesores), and has nothing to do with the practicality of it. I visit Jamaica often and every street in Kingston and other major cities is built with sidewalks and covered drainage, even in the poorest areas. If Jamaicans can do this, what is our excuse?
