so they won't pay workers salary? They won't pay operational bills for offices, they won't pay maintenance fees for vehicles and other equipment, a country as big as Nigeria does not just need a billion dollar budget to impact we need up to 20Billion Dollars. For defence alone. With officers and assets deployed all over the country on active duty what do you expect? They fuel their vehicles for free? They buy amunitions for free? The fact that we even have obsolete equipments self is a enough for us to be spending more on maintenance.

They had a referendum in favour of statehood, but its still had to be ratified by congress. I fly into San Juan quite a lot. You actually clear US customs in there and not in Miami.
