Lawyers and magistrates have a high starting level in civil service.
Usually for lawyers I think it's level 10 and promotion is usually every 3 years. I also think there's no level 11 or 12. Can't recall precisely. Her being a level 13 officer implies she's been in service for probably 6 years which is consistent with someone employed at say age 28.
There's still some sanity in the system especially for state civil service.
