Achso, maybe l don't live in an urban setting though. l thought malls were just normal stuffs, when did it become a mark of development like industries, railways, buildings? To me, it's just like saying because you have many Hotels in your city hence it's a developed city, while Hotels and Malls are indicators of wealth and good life, to me it doesn make a city more advanced than the other compared to infrastructure, and attractive spots around a city, for example what makes Munich or Frankfurt more classy than say Chemnitz, is not the number of malls, because Chemnitz ( a lowly city in Germany) is still lit with malls as is almost all of Germany.
Although l like malls, l would have preferred 60% malls and 40% small scale shopping. l miss that part too, l wouldn't want my dream city ( say Eko Atlantic for instance) to be literred with malls like you find in Europe, and then by 9pm they are all closed ( especially in Germany), when in Lagos Apapa for instance, you can wake up by 3am to buy your akara, and even meet a crowd outside.

You can actually gauge the extent and depth of a middle and upper class in a city using malls. Remember malls is where Major franchise brands set up shop. They wont set up shop in your Apapa Markets. And due to the nature of services between malls and Apapas being virtually mutually exclusive, they wont really affect each other. You can have your mall where you go for a one stop shopping at Subway, Zucchini, Carrefour, funscapes, LC, banks, woolworths etc and still pass by Apapa market to get whatever you get there. Especially in an African setting, these two types of markets are mutually exclusive. Only in the very developed parts of Europe would that not be the case and its still rare. Apapa markets are everywhere. The fact that you put it 60:40 in favor of malls tells me you know what we are saying here. You dont want a litany of Apapa markets everywhere with only a few malls. Thats kinda chaotic and backward. What you want is many decent malls with just a small but healthy dose of Apapas. I also like traditional markets but not when they are dirty and crowded (to be honest I hate them MOSTLY ).

The whole point is that you cant excuse your shortage of malls with Apapa. It shows that your middle class is backward by global trends that they probably dont even have a mall culture. And this might portray a very grim picture for the kind of unexposed migrants you are sending outwards.

I took a little offense with your juxtaposition of malls with roads and railways. Malls are not built in areas without sufficient infrastructure first of all; but most importantly is that they arent typically built in industrial areas or city centers. They are built in the suburbs.
