With d threat of voting in or out flying here n there, I humbly advice we should be careful we down land from frying pan to fire. In my opinion, Wike is not d best but is better than others. He has no better alternative yet. While u are thinking of "voting out" due to non promotion, another person may be thinking of voting in for d job opportunity created. First let's understand that things isn't all that easy for d state financially. Secondly let's note the fact that d state has so much demand befallen it ranging from Workers to Community based n much more. Thirdly let's encourage d good works of Wike as we constructively n unitedly demand for more. Any rational governor facing an election with limited resources will surely opt to employ more rather than promote because by employing, u gain more votes from a household. it's better to be prompt n up to date with salary payment than having d reverse when u promote. Wike promised promotion, employment n interest free loan n I belive with passion n zeal i see in Wike on assumption of office, he will do what he has promised when permitted by available resources.

Paris Club refund: FG bars states owing salaries

The Federal Government said states must clear the backlog of salaries and other related staff arrears before they would be able to access the remaining 2.69 billion dollars Paris Club Refund.

The Director of Information, Federal Ministry of Finance, Mr Hassan Dodo, on Tuesday, said the Federal Government would commence phased payments of the refund to the states once the condition and several others were met.

“The DMO led the reconciliation process under the supervision of the Federal Ministry of Finance. The final approval of 2.69 billion dollars is subject to some conditions.

“Salary and staff related arrears must be paid as a priority. Also, commitment to the commencement of the repayment of Budget Support Loans granted in 2016 must be made by all states.

“Furthermore, they must clear amounts due to the Presidential Fertiliser Initiative and make commitment to clear matching grants from UBEC.

“This is in cases where some states have available funds which could be used to improve primary education and learning outcomes,” Dodo said in a statement.

Recall that the issue of Paris Club loan over-deduction had been a long-standing dispute between the Federal Government and the state governments, dating back to 1995.

In response to the dispute, President Muhammadu Buhari directed that the claims of over-deduction should be formally and individually reconciled by the Debt Management Office.

This reconciliation commenced in November 2016.

As an interim measure to alleviate the financial challenges of the states during the 2016 recession, the President had approved that 50 per cent of the amounts claimed by States be paid to enable them clear salary and pension arrears.

This approved sum was released to the states between December 1, 2016 and September 29, 2017.

My dear collegue,the payment of our dear pensioners and our arrears will soon be Paid even if at all the Rivers state government are not interest in paying as the federal government have made it a must for state government to do the needful I.e as stated above before their remaining Paris fund refund will be given to them.So let's be hope full and keep our fingers crossed.

LAGOS —Organised Labour in Nigeria, yesterday, handed down a 14-day ultimatum to the Federal Government to ensure completion of works on the new national minimum wage or risk unprecedented industrial unrest in the country.

At a joint briefing in Lagos, leaders of Nigeria Labour Congress, NLC, Trade Union Congress of Nigeria, TUC, and United Labour Congress, ULC, warned that at the expiration of the ultimatum, they could no longer guarantee industrial peace in the country.
Efforts to reach the Minister of Labour and Employment, Dr. Chris Ngige, last night, proved futile as he neither replied calls put through his known mobile phone lines nor the text messages sent to the lines.
The Director of Press, Ministry of Labour and Emplotment, Mr. Samuel Olowoekere, also failed to respond to calls made to his phone lines.
They accused the federal government, particularly the Minister of Labour and Employment, of frustrating and delaying the process of arriving at a new minimum wage workers had been expecting since 2015.
The labour leaders in a statement signed by President of NLC, Ayuba Wabba, lamented that the tripartite committee set up by government had yet to finish its job, having failed to agree on a figure, following government’s refusal to present any.
He argued that, while the committee had concluded its deliberations, the Minister of Labour, Senator Chris Ngige, told the committee that the federal government needed to consult more before coming up with its own figure.
According to him, this negates the earlier agreement to work within its timeline.
The Labour statement
The statement read: “This press conference is made inevitable by the latest provocative statement by the Minister of Labour, Dr Chris Ngige, who said a few days ago that the committee should adjourn indefinitely to enable him do further consultations with the government.
‘’His pronouncement came at a time the committee was finalizing its work of arriving at a definite figure for submission to government.
“We view his latest pronouncement with great concern, suspicion and outrage. This new antic certainly is not acceptable to Nigerian workers who had expected a new national minimum wage since 2016 but who out of uncommon sacrifice and patriotism, hearkened to government’s appeal and the process was delayed.
“You may wish to recall that the National Minimum Wage Committee was inaugurated in November 2017 but commenced work in March 2018 with timelines to deliver on its mandate of arriving at a new national minimum wage in August/September 2018.
“In the course of the work of the committee, members had the ample time to consult. In any case, the committee was satisfied that it received memoranda and inputs from 21 state governments, specialized agencies of the Federal Government, the Organized Private Sector, Organised Labour and the general public.
“We even recall that Dr. Ngige himself had assured workers during the 40th anniversary celebration of the Nigeria Labour Congress, NLC, in February this year that workers should expect a new national minimum wage in September this year.
‘’We wonder what has gone amiss between February 28 and now. Or do we assume that the Minister is acting a script?
“In the light of this, his pronouncement is capable of rubbishing the work of the committee as well as raising serious concerns about the readiness of the government to accede to the putting together of a new national minimum wage.
‘’Beyond this, the Minister’s pronouncement has generated considerable tension among workers and provoked sharp reactions from the unions which justifiably argue that the government is only out to waste the time of workers and is not prepared to pay a new national minimum wage.
Need for new minimum wage
“For the sake of emphasis, the national minimum wage was not only legally due about two years ago, the increase in the pump price of petroleum products by this administration with fundamental consequential effects on the citizenry, the increase in electricity tariff, the massive devaluation of the Naira, leading to a punitive exchange rate, and hyper-inflation, all of which led to a rising cost of living for workers and other Nigerians, made a new national minimum wage not only necessary but urgent.
“Similarly, we are saddened to note that the recommendations of the Technical Committee on Minimum Wage and Palliatives, chaired by the Secretary to the Government of the Federation, which was mandated to fashion out mitigatory strategy, policies, and programmes to cushion the vagaries of the increase in the pump price of petroleum products, have not been implemented to date.
“The present posturing of the Minister of Labour and Employment, Dr Chris Ngige, who functioned as Acting Chairman of that committee brings back painful memories of precious time wasted, energies dissipated and hopes betrayed.
‘’Coupled with this, the Minister’s latest pronouncement goes to cast further doubt on the integrity of the government as well as underscores the inherent danger in doing business with government.
“In view of the foregoing, we demand that government does all that is necessary to ensure that the Tripartite Committee is allowed to conclude its work within 14 days from today.
‘’We would want to use this opportunity to let the government and the whole world know that in the event that this demand is not met, we will not guarantee continued industrial peace and harmony.”

The Federation Accounts Allocation Committee (FAAC) disbursed N3.946 trillion in the first half of 2018 to Federal, State and Local Governments,

STATES WITH HIGHEST FEDERAL ALLOCATION: JANUARY-JUNE 2018.

1. Delta state: N101.19 billion
2. Akwa Ibom state: N100.2 billion
3. Rivers State: N85.01 billion
4. Bayelsa state: N77.14 billion.

These four states are in the Niger Delta, and received a total of 363,540,000,000. I HOPE THOSE OF YOU IN THESE STATES ARE SEEING EVIDENCES OF THESE MONIES?

FG is yet to come up with a figure. It was private sector reps proposed 25k. Innitially they agreed on 45k when labour came up with 55k but later review it upward to 65.6k. Then private sector reps came down to 25k. Meanwhile, FG and Governors forum are yet to bring a figure. However, 21 governors have brought in their proposals on individual bases and not as a group.

How is #25,000. minimum wage happened to be a good mews to you? Lets just be quiet if you dont know. #25,000. does not add anything to your salary as a teacher. Your minimum wage as a teacher now is between #24,000/#25,000. Then, what difference does it make if minimum wage is increase to #25,000?. If minimum wage is increase to #25,000. it will affect only those whose minimum wage are below #25,000. whose salaries are grade level 7 (seven) and below. Therefore, there is nothing to celebrate of a minimume wage proposal of #25,000.

I know Most of You don't know the meaning of Nigeria dollars, yuan swap with China.. And why American government is desperately smoothing the relationship with Nigeria.

Soon you will be buying that techno phone you bought at N80,000 for N12,000.

The Central Bank of Nigeria have finally signed the currency swap deal we have been expecting for the past 2 years into existence with the Chinese government.

The importance of this is that since almost 70% of the goods we import come from China and Asia and 12% America why must we use Dollars to transact with China? from now instead of using dollars at N350 to 1dollar to import those goods, we can now buy Yuan at 47 naira to 1 Yuan and import those stuffs directly.

Instead of buying these goods in dollars in China, we will now buy them in Yuan which is 5times cheaper than dollars.

As usual, another giant stride which Print Media, Electronic Media and Nigerian looters will not report or allow you to understand this victory over supremacy of dollars in our daily lives and economic activities.

Up coming reality is that from tomorrow, try to monitor exchange rate. Some of those guys who hoarded foreign currencies to make gains will off load them in order not to have heart attack over their huge loss arising from the currency swap deal with china.
Dollars and pounds will flood everywhere with no buyers, as the buyers will draw naira from their accounts in banks with presence in China.

Many NIGERIA banks will be seeking to have their representative office in China like first bank who saw to the future and already have office in China.
Inflation will go down drastically because of the price of commodities that will drop.

Minimum Wage : FG sets up 4-man sub-committee

ABUJA – THE Federal Government has set up a sub-committee to look at different scenarios especially on the financial implications of the new minimum wage.

The Government Economic Management Team, EMT, comprising the ministers of Finance, Zainab Ahmed, Budget and National Planning, Udoma Udo Udoma, Industry, Trade and Investment, Okechukwu Enelamah, Labour and Employment, Chris Ngige and Minister of State for Petroleum, Ibe Kachukwu had met on Tuesday to review the ongoing negotiation on the new minimum wage.

Also present at the meeting that lasted late night were the Executive Chairman, National Salaries, Incomes and Wages Comnission, Richard Egbule, Director General Budget Office, Ben Akabueze, and Comptroller General (CG) of Nigeria Customs Service (NCS), Hameed Ali.

The meeting was presided over by the Vice President, Yemi Osinbajo at Vice President’s Conference Hall, Presidential Villa, Abuja.

But Vanguard reliably gathered that after deliberations, a sub committee was set up to have a holistic review on the financial implications of the proposed new wage.

The sub committee is made up of the Minister of Finance, Zainab Ahmed, the Minister of Labour and Employment, Senator Chris Ngige, the Director-General of Budget Office, Ben Akabueze and the Executive Chairman, National Salaries, Incomes and Wages Commission, Richard Egbule.

A source at the meeting said, “We are looking at different scenarios, that is the financial implications,” adding that the sub committee is expected to brief the Economic Management Team on Tuesday next week.

On whether the federal government has come up with a proposal, the source said, “We are still looking at the proposal made by the different parties involved. The organised private sector proposed N25, 000 and the NLC committee is insisting on nothing less than N43,000.”

It was also gathered that the State governors were yet to make their input and the committee is expected to get the input before presenting its report to the Economic Management Team.

The Minister of Labour and Employment, Senator Chris Ngige had recently accused the organised labour of blackmailing the government following a two-week ultimatum given by the latter for the conclusion of negotiation on the matter.

According to him, the Labour leaders were unnecessarily blackmailing and intimidating government to pass a new minimum wage that it may end up reneging on.

Ngige blamed certain factors such as inability of governors to provide their figures to be debated by the committee negotiating the new minimum wage as one of the reasons for the delay, just as he assured that government was still within the timeframe it promised to deliver on a new minimum wage and was not stalling the process as alleged by labour.

According to Ngige, the organised private sector had initially proposed a figure of N42,000 but later brought it down to N25,000, taking into account the current economic situation, ability to pay and ability to enhance and create new jobs

The organised labour had in May 2016 demanded a pay rise on the current N18,000 national minimum wage to N56, 000 and later raised to N65,500. Buhari had in November 2017 inaugurated the National Minimum Wage Committee with a mandate of arriving at a new national minimum.

The federal government had assured workers during the 40th anniversary celebration of the NLC earlier in February that workers should expect a new national minimum wage by September.

But the organised labour had recently accused the federal government of not being sincere in coming up with new minimum wage and warned that labour should not be pushed to the wall.

The report of the new minimum wage was supposed to be ready by the end of August but the Committee could not round off with its negotiation as a result of the sallah holiday.

The Federation Account Allocation Committee (FAAC) disbursed the sum of N714.81bn to the three tiers of government in August 2018 tongue

The amount disbursed comprised of N597.97bn from the Statutory Account, N79.81bn from Valued Added Tax (VAT), N12bn additional distribution funds from NNPC and N25.03bn FOREX distribution.

Federal government received a total of N298.29bn from the N714.81bn. States received a total of N183.77bn and Local governments received N138.96bn. The sum of N49.78bn was shared among the oil producing states as 13% derivation fund while N25.00bn was transferred to Excess crude Account(ECA).

Revenue generating agencies such as Nigeria Customs Service (NCS), Federal Inland Revenue Service (FIRS) and Department of Petroleum Resources (DPR) received N4.42bn, N9.32bn and N5.27bn respectively as cost of revenue collections.

Further breakdown of revenue allocation distribution to the Federal Government of Nigeria (FGN) revealed that the sum of N242.42bn was disbursed to the FGN consolidated revenue account; N5.44bn shared as share of derivation and ecology; N2.72bn as stabilization fund; N9.15bn for the development of natural resources; and N6.17bn to the Federal Capital Territory (FCT) Abuja. tongue
