NAF COMMISSIONS FORENSIC CRIME LABORATORY, TRAINS PERSONNEL IN CORE INVESTIGATIVE SKILLS, CRIME SCENE INVESTIGATION

In furtherance of its efforts to effectively employ scientific approaches to crime fighting, the Nigerian Air Force (NAF) has commissioned the newly remodelled and equipped Forensic Crime Laboratory at the 057 Provost Investigation Group (057 PIG) Ikeja, Lagos. The event, which took place today, 24 September 2018, also witnessed the commissioning of a newly constructed Headquarters Building for 057 PIG, which is aimed at ensuring a conducive environment for the NAF Directorate of Air Provost to effectively and efficiently carry out criminal investigations as well as train its personnel.

Speaking during the commissioning, the Guest of Honour, Inspector General of Police (IGP), Ibrahim Idris, lauded the efforts of the Chief of the Air Staff (CAS), Air Marshal Sadique Abubakar, in providing a befitting and functional environment whilst making inroads in the application of forensics in policing. According to him, the reactivation of the Lab is a testimony of the NAF leadership’s commitment to push the boundaries and improve on the methodologies and technological platforms to detect and analyse evidence of crime in the Service. He remarked that the effectiveness of the facility could, with time, become a force multiplier with regards to raising and maintaining the morale of airmen which would, in turn, enhance operational capability. While urging the beneficiaries of the facility to exploit its potential to the maximum, Mr Idris commended the CAS for the unprecedented achievements recorded in the area of capacity building in the NAF as well as for playing a pivotal role in bringing normalcy to troubled areas of the country.

While making his remarks, the CAS noted that the rapid growth of technology has led to an increase in the rate and extent of crimes. He observed that, following the expansion of the NAF Force Structure, it became obvious that the Service required a law enforcement arm with the capacity to effectively employ scientific approaches in all facets of its critical competencies, in order to enhance security and discipline in the Service. He noted that it was in fulfilment of this requirement that the new PIG Headquarters Building and NAF Forensic Crime Lab were being commissioned. Air Marshal Abubakar stated that, as a prerequisite to provision of the Lab, the NAF had embarked on the conduct of various specialists training for the personnel to man the Group. In this regard, the NAF, in conjunction with foreign partners from the United Kingdom (UK), had trained 16 Provost personnel in the Core Investigative Skills and Interview Techniques, while another set of 16 personnel would be concluding the Crime Scene Investigation Course by the end of the week. It is noteworthy that the last time such training was conducted in the NAF was about 30 years ago.

The CAS further disclosed that the investigative capacity of the Provost would be further enhanced through the training of 10 Provost Officers in the Advanced Detective Course at the Police Staff College Jos before the end of the year. He mentioned that the NAF was also expanding and enhancing its utilization of Military Working Dogs to boost physical security of critical NAF Bases as well as for integration into the conduct of Combat Search and Rescue operations. “In the same vein, 140 Air Provost personnel would soon commence the Force Protection in Complex Air Ground Environment training, in conjunction with the British Military Advisory Training Team. Furthermore, the rejuvenation of the Air Provost’s Explosive Ordnance Detection capability is projected to commence by the end of this year”, Air Marshal Abubakar added. The CAS also seized the opportunity to thank the President and Commander-in-Chief of the Armed Forces, President Muhammadu Buhari, for his leadership and determination in providing the enabling environment for the NAF to thrive, while also expressing the gratitude of the Service to the National Assembly, especially the Senate and House of Representatives Committees on the Air Force, for their commitment in appropriating the resources to enable the NAF effectively perform its constitutional roles. The CAS equally congratulated the NAF Logistics Branch for undertaking the work by Direct Labour. Air Marshal Abubakar ended by charging all Air Provost personnel to develop a strategic foresight founded on innovation, flexibility, willingness to collaborate with other security agencies as well as objectivity and fairness, in order to successfully meet the demands of contemporary policing.

Earlier in his address, the Commander 057 PIG, Group Captain Garuba Bello, stated that the Forensic Lab would significantly assist Air Provost Investigators in obtaining credible evidence for successful prosecution of cases in a court of law while also adding to the country’s crime fighting resources. One of the highlights of the event was the simulation of a Crime Scene Investigation, conducted by resource persons from Sustainable Criminal Justice Solutions UK and NAF personnel, to demonstrate the intricate process involved in evidence collection/capturing as well as the importance of ensuring effective control at a crime scene.

The NAF is the only Air Force in existence that spend more resource and manpower building farming centres, trading shops, sporting events, fish farming and ground forces than it spends on improving the quality of its aircrafts, capital acquisition, RnD and effective air defence. What's is the NAF gonna open next, a sewing machine factory?

That's totally wrong. Where are you getting your facts from Mr..
You want to entrust million's worth of aircraft to someone whose his or her personnel welfare is not well taken care of.

The present airforce is doing well in the area of R & D, proper welfare of he personnel, man power building and improving the quality of its present aircrafts/assets.

Our problem in these country is that we are use to corrupt leaders rather than the few good ones undecided

2017- 2018 REPORT CARD FOR NAF
*Reactivation of THIRTEEN (13) aircraft
**Upgrade ( IN-HOUSE) of Two BELL 412 helicopters that had been sitting fallow to include 360 degree camera, plus LMG
*** Complete strip down and full maintenance of C130 NAF 913
**** Ongoing trials and upgrade of Nigerian made UAV's NIGERIA probably has the first female Engineer in AFRICA working extensively on UAVs
***** At recently concluded NAF week the CAS also indicated that the NAF is working on producing its own rockets.
This is just a few of the things that the NAF has done in a one year period.
lastly it is very important when it comes to the welfare and accommodation of airmen and pilots
The next thing on the Agenda of the NAF is the acquisition of the Augusta helicopters (2) and sending of More pilots to the US.

The list you provided justifies my point. It's not ignorance Oga Henry. You call re-eactivating two Bell Helicopters, maintaining C-130 aircraft, upgrading one UAV as part of the NAF question program? All the items listed can be sorted out with $500,000. I a, talking about the NIGERIAN AIR FORCEZ flying trainer aircrafts, a hand full of mediocre aircraft, zero interest in modernization en mass, zero intetest in air defense..all this despite a decade of war. C'mon is this the best Africa's wealthiest country and 5th biggest defense spender can do? Compare all the initiatives by the Air Force this year, compare that with the likes of our peers in economic power. Pulling a cotton ribbon ceremony for these projects is laughable. You realise this is 2018 not 1984. Thirty five years ago the nation could field a squadron of frontline high performance jets. Look at the Egyptian and South African Air Force. Neither of these countries have close to the resources available to this country. If its hard currency only Algeria beats us in Foreign Reserves. If its natural resources We are not in the same league. You realize this is Africa's first trillion dollar economy and the with 19th largest economy on earth with the 10th largest proven oil reserve whose value hovers around $4 trillion. Heck Lagos alone has Africa's 5th largest economy. You call me ignorant? We should all bow our head in shame rather than celebrate this mediocrcy.

Any word on the JF-17? negotiations and payment and renegotiation and part payment and an extra $1 billion in ars have been going on since 2014? Any idea when or if the THREE JF-17 will be delivered within the decade?

Of what use is spending millions on pilot welfare and putting them in an aircraft that will not survive in a contested environment, that's if it doesn't crash.

Well then..maybe it's just me. I might be wrong..but you don't see anything wrong with the air force? L-29 trainers, Alpha jet trainers, F-7N fighters numbering between 6 and 8, that's 13 years since 2005 when the F-7N was acquired as a stop-gap measure, to plug the capability gap, a gap that was recognized as far back as 2005 when the security situation was not as bad as it is today.

Mr Prof on Military affairs, pls tell me...I have absolutely No idea. Much poorer countries investing heavily on modern weapons platforms are fools right? After a decade of war and attrition the NAF still looks like a junk. The workhorse of the NAF are planes private individuals buy and fly for leisure in the United States. Can you give me a clear cut reason the NAF is refusing to modernise its strike fleet so it can best perform its statutory role of defending Nigerian airspace? Besides the name calling and insults. Give me one reason the Nigerian Air Force cannot retire its trainer planes and acquire new airframe? Granted the F-7N might not be too bad, then how about acquiring them in quantities that makes strategic sense. As of this writing Nigeria's 787km airspace and critical infrastructure is protected by the NAF Air Defence Group on Yola with just 6 or 9 F-7N interceptors. No long range air defense systems,...is Nigeria so primitive and backward it is u deserving of a descent air force? Buying Super Mushank planes and VIP helicopters with the NAF overstretched to breaking point makes no sense.

On cost. Nigeria spent $300 million between December 2016 and January 2017 in resolving the electoral crises in the Gambia. Another half a billion on 10 Super Tucano crop dusters that will not be delivered until 2022. A squadron of SU-25 or MiG-29 to complement the Chengdu fleet will not break the bank. Instead what do we have? They perform in house repair of two helicopters they throw a ribbon cutting ceremony. Fix one small drone that is limited in scope, add a female technician to the list..throw anotherribbpn citing ceremony. Sports competition...another one. What a joke of an air force. And to think there are folks singing kumbaya, ready to label anyone with contrary views an ignoramus.

Remind me again how ignorant I am.
