Well, a lot of things might cause this, I'll advice you take it to an engineer for diagnosis.

I will chip in that's it's not so advisable to work with a dual core PC if you are going into programming or any type of rendering. However you can get maximum efficiency with unix based OSes like Linux mint. It's also advisable to use SSD so you won't need to worry about things like fragmentation plus you can use it to augment/extend your ram size.

You will have to check if your hard drive is set as first booting device, weak hard drive and virus are also a major cause, you will have to see an engineer, if you are in Benin I can help you with that

please help my hp elitebook 9630 on, but noting display on the screen, it first start when browsing with firefox and started misbehaving by ( firefox is nt responding ) after it d screen will turn off and come back on with high brightnex. It happen like 2times b4 it crash by display some content counting to 100 with blue background. Till now d system will on but d screen wont come up, and no sign of booting. Please help

Faulty HDD is usually the cause of this... Try changing your Hdd and you'll be good to go
