Gambling works with probability and randomness. There are times where the house (or casino) loose because gamblers get lucky, but they don't close down shop. Y also need a license to run a casino. The same cannot be said for ponzi's because they're not created to benefit anyone apart from the owner. If Casino's were like Ponzi's they would not stand the test of time.
