To unlock bootloader or phone is locked and can't be accessed? If it's security lock and phone is nor yours, then we can almost conclude that it's a stolen phone.

Maybe you meant shop/fake roms. Almost every rom flashed by sellers are genuine roms, and such phones won't have any issue. The very few times sellers will flash fake roms will be due to the unavailability of official roms or lack of Global roms.
Let's take a little drift. I got a Mi Max 3 Chinese Version some weeks back with a controversial Global rom installed by the seller (miui 9.6.4.0). If you check, online, till date, there's still controversy whether this rom is genuine, fake, or in between. In fact some moderators on miui forum declared it as fake and warned of the potential of bricking your device if you attempt to flash the official rom on it. They even claimed the rom won't get OTA. That rom has issues with modems / network, plus lagging issues. Some early buyers already attempted tweaking their devices, some rooted, unlocked bootloader, re locked bootloader, flashed eu roms, flashed China dev roms, and some got their devices bricked during the process. To cut a long story short, after reading through the 59 pages of the thread, I was convinced that the rom is not fake afterall mainly because I got a miui 10 OTA update on the device after connecting to WiFi ( note that some fake roms also get OTA updates, the Redmi 5 plus comes to mind). Device is currently running miui 10 Global Stable rom.

You should have searched for a way of removing it before even flashing na.
Modified : Please don't flash just any just magisk module, some will mess up with your device. Hope you have removed it by now?

Untick from the magisk manager-modules and reboot...it doesn't work on miui...just AOSP pie roms and im hearing aosp oreo roms too but haven't tried

Just a possibility,

Are you using the default messaging app or you downloaded another like Android messages or Truecaller messages?

If yes, make sure your preferred messaging app has permission to send messages.

Are you sure it's not from mtn? Put a different network sim and see if you can. If you can, then you have to contact mtn and if you can't, then it maybe from the cell..
