That's exactly how we have known it to be with miui and that's what the op originally stated. What am saying is if you don't want any icon to be accessible from lock screen, simply hide it from sort, that way no one can for example switch on your data or help you put your phone on airplane mode .

On my Samsung, you can only turn on flashlight on lock screen. Every other icon will require you to unlock the phone.
