E.g... the average man... can be minding his own business... should a shapely lady stand before him ..pulls her dress up...and expose her laps plus...and just an itsy bitsy uderwear... he would have an immediate...immediate erection...all based on visuals... (if he acts on those instincts is a different issue).... now should he notice two cold sores down there... his erection and desire will disappear immediately...based on visuals....what he sees. A woman's body does not have that spontaneous reaction...based on visuals.
With regards to topic.... a child in bum shorts may sexually excite a pedophile... in the Nigerian society... he is wayyyyy more likely to follow through because the risk of him being caught are low...and even if caught...the consequences ..if any... not harsh. Seriously I get what you are saying, but the thing is more emphasis is placed on kids dressing decently rather then the main issue.
