I pray God provides for you so that you can do what you said you would, but as I said don't forget your promise when he does, and the example of Hannah(1st Sam 1:11) is there to guide you.

That you can't think of your breakfast this morning don't mean that you're not blessed, for persons like Moses, Elijah, Elisha, David, John the baptist, and even Jesus, have all been in your shoes, and you can't say that they were not blessed for they all walked at the highest level of faith.

So that's an area of your orientation that you have to work on, because for you not to even know the real meaning of blessing, that's from God's own perspective, that could lead to a misplacement of priorities by you, which of course could lead to you placing what God gives you above Him.

For that's something that has happened many times often with those of today's church, they keep asking God and disturbing Him to bless them, in the sense that God provides them with riches, fame, power, knowledge.

But then when God gives them that which they asked for, they abandon Him and start serving the things that He had given to them, thinking that those things he'd given to them are what makes them to be blessed.

Not knowing that God Himself is the real blessing, so that regardless of how famous, rich, powerful, and knowledgeable that God has made them, that since they abandon Him, who is the real blessing, that they are not truly blessed but cursed.

Tithes means ten percent given to the poor, Levites, foreigners according to the Scriptures. This means you can pay the 10 percent of your income to the poor, Levites , widows etc. It is very scriptural to pay your tithes to the poor.
