There are different empowerment programmes the GEJ administration carried out.
Osibanjo was specifically referring to that aspect of the SURE-P where the individuals were paid #30,000 which is same as the N-power scheme being done by the current administration.
The reason why Osibanjo was making that statement is because the SURE-P was contracted out and the contractors in each state had the leverage of fixing in names in their list as to the tune of the number of persons a contractor can handle.
With that aspect of the SURE-P scheme each individual is paid by the contractor directly and not the FG. I have lots of friends who were beneficaries of the SURE-P but none was paid the complete amount neither were they paid for the duration of which the scheme ran.

Teachers worked in my School under the Sure P programme, they worked for me and the government paid them. I also have stipends for them, it helped my business so much by reducing pressure of paying salaries.
