So, why is it common in Kenya and how come the victims are mostly adulterers.....

The drug can be herbal substance or so, penís captivus happens when the vaginal is swollen than normal and clamp down the penís. It is just like some men taken drugs to enlarge their penís.

It's a very rare case but it happens and has nothing to do with juju supernatural.

Again, it happens everywhere you only read such in Kenya probably they are good at that trick and bloggers are not helping matters.

The victims are mostly adulterers because the husband drugged the wife or it happened naturally like they are scared and the muscles in vaginal swell up. We don't know exactly what caused it and definitely not juju or supernatural, maybe you go to every room and start doing survey. The conditions are not well reported probably many couples in that situation were separated before any medical attention or third party intervention, or they don't report to the medics. It only takes few minutes to be separated.

This is a condition that can be medically treated, you don't need any native doctor to come do it. Even some animals experience such conditions more frequently eg dogs.
