Restructuring my foot...what are your leaders using their allocations, derivation funds and IGRs for? What are their templates for Human Capital Development and Job Creation in the region?

Jonathan had all the time in the world to make real marks on the sands of time...but he rather busied himself with supervising the looting of Nigeria's treasury.
