Its insane to say the least. State and local governments should be the ones providing water then billing. I do agree with the FG the states need to wake up to their responsibilities.

Probably fake a levy printed by some scammer using the states name, this has been in circulation since time and Abia state government has warned people falling for this kind of stuff, always verify with authorities before paying any senseless levy, besides how will they know if you have a bore hole in your house, they can't pin point every bore hole owner in the state, and come to think of it 30k is too big of a levy to pay as a bore hole owner......

This law if implemented in Abia state will be adopted by other state governors in Nigeria and not too long it will be a standing rule across the 36 states of the federation including Abuja.

With the dwindling returns from Crude Oil Allocation to states many states are looking for alternative ways to step up their Internally Generated Revenue.

But this law on taxing borehole owners will remain controversial if implemented.

If in construction stage, there are building taxes to be paid.
