If I can dig the ground to access it water why can't you do the same in yours? Why should I be levied for what the government didn't provide just because it is 'free of charge'? Borehole creates sink holes that can colapse an entire building if not properly controled.
Imagin if each house sinks a borehole close to each other in a circumference. The any heavy property built at the center of the circumference risk being sunk in a propable sink hole.
So it makes a lot of sense to regulate though they should not prevent or exploit in the process. Just advise on the best place to locate the borehole. I hope this make sense
