Kelemath: All taqiyya belong to christainity. What I want you to understand in this case is moon appear everywhere. We can fast without northern. Sometime observe very well set of different people use start fasting in different date and end it different day. Some people fasting may be 30,29,28, but common one is 30 and 29. If you sure you see moon yes you can start your fasting. Allah created moon not northern. But Muslim caliphate is in northern doesn't mean, you can't start fasting if you see moon. When such is done, the sultan will call the Muslim leader in that state or community to ascertain the authenticity of the news before he give d approval. Every country has a religious body that takes care of its affair and the sultan of sokoto is the only recognised leader in Nigeria for Muslims. If your siblings where to leave Nigeria for a religious reason they have to seek some sought of clearance from the sultan of sokoto's office that is how it run. The Quran which is our final arbiter on this matter tells to obey our leaders which the sultan is.
