Yeah but he is just trying to correct the term full funding that you used. Full should mean no deficit.
No Full Funding doesn’t mean no deficit . You can have a full funding with deficits. Your stipend might be so low to absorb your living expenses. Once you have a full tuition waiver(instate and out-of-state), its a full funding.

Please house, as regards ds 160 form for someone that has been refused in previous application is it advisable to retrieve the old ds 160 and make changes where necessary or to fill a new one afresh?

No it doesn't mean no deficit.

That's not a right way to view it.

It differs from school to school.

You don't call it full funding when you have deficit. It's not full. Don't argue it. Call it full tuition and partial stipends.

Living expenses might be very high in some places and monthly stipends might be too low.
So what happens when one doesn't have any form of funding, help a brother out please

Some schools pay stipends and waive out of state tuition, meaning you will pay instate tuition. Some waive the tuition fees and pay partial stipends. Some give full tuition and full stipends that covers living expenses. I won't say full funding when there is deficit.

Don't mistake full funding with full ride.

We have the one that takes care of hostel, books and every single expense.

MTSU offered partial GA which covers only the in-state tuition
Full GA covers in and out of state tuition.
And monthly stipends takes care of the rest living expenses. But because Tennessee has higher cost of living , the stipends is not sufficient.

NIU is different . They offer stipends high enough to cover the cost of living and DeKalb has a low cost of living compared to Tennessee.

So there are lots of intricacies you must consider.

Full Funding must not have zero deficits.

Don't confuse English language biko. You are free to view it that way. Any offer that has deficit is not full funding.

Good People, here goes my interview on 30th of May 2019

V.O -Where are you going to?
ME- I am going to Arkansas tech university for my master's degree in Emergency management and homeland security

V.O- Why this school?
ME- when I did my research online, I discovered the schools has done a lot of research work in the area of public health hazards and responses to diseases epidemics, especially the work of Dr Sandy Smith in this areas also spurred my interest.

V.O- Which course and school did you finish from?
ME- I obtained the Doctor of Pharmacy degree from the university of Benin

V-O- Why the change of course, you read Pharmacy and now Emergency management?
ME- No, I am not changing, the emergency management master's degree helps me as a Pharmacist to manage public health disasters effectively. Medical practitioners are first responders to cases of disasters so as a Pharmacist, there should be proper coordination of the delivery of drugs and vaccines to this victims for example the victims of boko haram.
( I prepared better than this, with very eloquent responses but as the interview started I couldn't just reply the way I planned, started improvising and almost even stuttered at some point).

V.O- Did you write any standard exams?
ME- Yes, GRE -305, TOEFL- 102

V.O- You currently work at Bleep pharmaceuticals?
ME- YES

V.O- Are you coming back to work for the company when you finish your study?
ME- No, I want to work for NEMA and NGOs in order to help victims of Disasters

V.O- Who's sponsoring you?
ME- My cousin

V.O- let me see your bank statement( I gave it to her)

V.O- Why is he sponsoring you?
ME- He has always done that for me, even up to my university education.

V.O- if this account is found to be fraudulent you will be banned from entering the United States for 10 years, blah blah.
ME- I understand (kept nodding my head)

V.O- This is a corporate account, Ughhh it stops at April, Ughhh okay I will do this (typed for a while), then she tells me to provide a bank statement that ends in May, gives me the pink and white paper, then tells me to DHL my passport along with the bank statement.

I LEFT.

Three days later I submitted my passport alongside the requested documents.
Administrative processing since then.
The visa has been issued.

I gained and learned tremendously from this forum.
Thank you all. God bless yous

How many transcripts have you read on this threadhuh It’s full funding even if it has deficit. I don’t like to argue so I won’t quote anyone after this.

If you read transcripts very well on this thread. You will find out that people mention full GA and the Vo will ask how u want to pay the deficit.

Schools that their stipend is just 10k to 15k will surely have a deficit. These deficit does not mean you will pay them when you get to school. You can live confirtably without paying a dime and the Vos knows this as well. So that you got a full GA doesn’t mean you wouldn’t have a deficit.
Schools like MTSU, ETSU, and Georgia Southern University have deficit after Full GA. Check Shawarma’s transcripts, she got a full GA yet have deficit to show on her I-20.

I was interviewed by the lady on window 7.

Vo: Asked for my I-20 and passport.
Me: Passed it to her.
Vo: She looked at my I-20 and asked how I got the scholarship.
Me: My SAT score of 1420 ( she repeated the score) , Average GPA of A- , Letter of recommendation, admission essay and resume ( I didn't finish this).
Vo: Which other university did you apply to ?
Me: SIUE, Washington and Lee, and Wheeling Jesuit.
Vo: What do you plan to after graduation ?
Me: After the completion of my bachelor's program, I hope to return to work with the innovative tech firms like Andela ( she cut me off here)
Vo: Have any relation in the US?
Me: No.

Congratulations your visa has been approved , pick up your passport in three days at the circled location, make sure you take your I-20 it will be needed at the port of entry. She gave the white paper.

My interview didn't last up to two minutes. I feel she already decided to give me the visa when she saw the scholarship. Cos the questions she asked me , she was looking at her computer prolly crosschecking with what I had filled in my DS-160 form.

Thanks to all who reviewed my proposed transcript, Brown2Green, Leone26 and special thanks to Fairheart for the mock interview.
Yay!!!! Congratulations!!!

That you read transcript where people call it full funding doesn't make it the right choice of words. If it's full, the V.O won't ask for who is paying for the Deficit. Don't use cos the cost of living in that area is high, the school gave what they can afford. Schools in California, new york also pay stipends that covers the whole living expenses and cost of living there is very expensive. So funding depends on schools. Some covers everything while some doesn't. Once there is deficit, it's not full.

Full GA doesn’t equates to full funding. If it does, there wouldn’t be any deficits. Not all graduate assistantships pays full tuition and enough stipend. Some call it full GA because that’s the total amount allocated to that particular assistantship; it depends on the school policy. As long as the GA is sufficient to get an i20 without the need of an SOA, I personally think that equates to full funding. But when an SOA is required for some deficits, then I don’t think that’s full funding.

So those that have deficits after tuition waiver and full GA according to the School Policy would have to pay the deficit when they are in schoolhuh If they wouldn’t be paying any fee even insurance, you call it partial or full funding??

Modified: MTSU offers 18k as stipend to PhD GAs and a deficit of 2k, this is still partialhuh
