It's for roaming services. It can't be deleted/installed, best thing is to disable it till when needed

Since you locked it on Mi cloud, the phone can't be in use since it requires your Mi password to unlock. It is not trackable if it's not in use, so consider unlocking it (but ensure you wipe it remotely).
