School of nursing is equivalent to the points of just a bachelor's degree. If you have any post basic then you can claim 2 or more certs. Assess with Iqas NOT WES.

When using the IQAS to assess the School of nursing certificate (not BSc), which assesment does one select? Is it the Assessment for Immigration purpose or the Assessment for employment , education or licensure?

Please for those that use IQAS to evaluate SON, Under the educational Information, Will I add two educational credential for certificate in General Nursing from SON and Registered Nurse from NMCN

If I will be entering Registered Nurse from NMCN as the second educational credential, what will be the start year and end year

it has always been the standard of shearwaters to recruit only graduate nurses. Thats why you hardly see their nurses especially in Nigeria.

ielts is compulsory. And you must have a score of 7 in speaking

I am not sure I understand what you mean but let me try to answer to my understanding.
If you graduated from just SON , then you have just 1 certificate.
You only get 2 certificates if you have completed a post basic course.

Your nursing license isnt a certificate. It is proof that you are qualified to work as a nurse in Nigeria and approved to bear the title Registered Nurse.

The answer to your question is YES you can obtain an employer and get your i140 approved without ielts.

However, you would need ielts to obtain a visa screen which is a very important component of your green card application at the NVC/consulate stage. The score to get in ielts is not less than S7 and overall band of 6.5

Based on my research so far

To get employer you have to;
1.....pass the NCLEX-RN or in some cases you should pass the CGFNS certificate exam. Note that if you pass the NCLEX-RN then you dont need the CGFNS cert and also it would be faster for you to get your Visa if you sold sponsor yourself for NCLEX-RN.

2......meet other criteria as enforces by the individual staffing agency. Eg some need you to work in a hosp with 100 beds while others dont care about that.

After you have signed with the employer (Visa process);
Stage 1......labour assessment;
because nursing is on the shortage list this portion of the Visa process would be automatically waived.

Stage 2...... file for the i140 petition
Your employer would submit an application on your behalf to USCIS (texas or Nebraska). The purpose of this i140 is for the USCIS to assess if you meet the criteria to apply for the green card visa and the ability of your employer to pay you what they said they would pay.

Stage 3........NVC (after approval of your i140)
Your file would be sent to the national visa center and if your priority date is current, they would send you a letter asking you to submit your supporting documents. The NVC are like secreteriate duties and they assess all your credentials and supporting documents for completeness and transmit it to the consulate.

Step 4........ Consulate interview
The consulate in Nigeria or your country of residence(apart form USA) would schedule an interview for you when a date is available. You go with originals and photocopies of all your documents for the interview.
If you were already in the USA prior to i140 filing, then you are filed under the adjustment of status process and you would not need to go ro the consulate in Nigeria but your adjustment would be processed within the states and visa granted. Interview may still be required but such an individual may get a work permit prior to getting the green card. So they generally start working faster that those going through the Ds 260 (consulate proceedings)

Step 5.........US border service( after your visa is approved and when you get to the terminal in the states)
There would be an envelope given to you when your Visa is approved, note; You are NOT TO OPEN that envelope. At the border when you land, the border officer would collect that sealed envelope and open it. They would then hopefully grant you entry to the states and your card would be mailed to you in a few weeks after landing. The card would be sent to the address you provided if payment was made at the airport.

you can only apply for visascreen when you pass enclex

You can only do Visa screen when you have passed either NCLEX-RN or CGFNS cert exam.

And IELTS OR TOEFL at the required grade/score.

Toefl.. 83 overall with 26 in speaking.

IELTS... 6.5 overall with 7 in speaking.
