Wearing skirts do not render pants “unreasonable” nor vice versa.

Wearing a uniform does not mean that everyone must dress identically, but rather uniformly, as can be seen in the picture of military uniforms that I previously posted (in other words, it merely requires uniformity in respect of all persons wearing the same attire). Accordingly, the NYSC can regulate the sort of skirts that a corper should - just as corpers are not permitted to wear just any kind of pants. Nigerians have to learn to think outside-the-box in an increasingly diverse society. The era of being mindlessly Zombies should have been confined to our past.

Even during physical exercises in secondary schools, you still find girls who wear skirts for PE, making sure they wear shorts or leggings under such skirts, to avoid indecent exposure.

Meanwhile, you are focusing SOLELY on this one case rather than the concept that I am actually discussing (which admittedly would encompass this one particular case but stretches well beyond it), but there used to be rules and regulations governing where people were allowed to serve (or more precisely not allowed to serve) until those were changed to ACCOMMODATE reasonable matrimonial and other familial realities. For the umpteenth time, these rules and regulations are not bequeathed by Omnipotence but are made by civil/public servants and thus could be reasonably changed to accommodate reasonable realities.
