I didn't waste time in putting money on my PayPal. Lo and behold when I got back, it's turned premium and I can reg with over $2k.

YES. godaddy has and is always stealing names. Never use them to check names, instead use whois.com.

What you circled is called Moz rank it shows the ranking strength of a domain name for any keyword you target on it.

In a lay man term, if domain X(Moz Rank 3) and Domain Y(Moz Rank 1) target the same keyword, "Domain Name Business in Naija" for instance, domain X will outrank domain Y in Search Engine Result Page (SERP) even if domain Y covers the subject more than domain X.

However Moz Rank is an outdated ranking signal, its good to make use of Trust Flow (Tf) and Citation Flow (Cf) to check the strength of domain names. Hope that helps.

Edited: The domain name in the image shown is very weak with PA 1 and DA 1, or probably unused. Is the domain the one you are planning to sell?? Just curious tho.
