It’s South-East’s turn to produce president in 2023 — Iwuanyanwu, PDP BoT member

A member of the Board of Trustees of the Peoples Democratic Party, Chief Emmanuel Iwuanyanwu, says it is the turn of the South-East to produce the next president in 2023. He also notes that members of the ruling All Progressives Congress now parading themselves as “avengers” were behind the corruption in the PDP, among other issues, in this interview with RAPHAEL EDE

As a civil engineer, what is responsible for the total collapse of federal roads in most parts of the country and how did you tackle the situation when you were chairman of the Federal Road Maintenance Agency?

The major problem of the failure of roads generally is two things: The first one is faulty design and the second one is faulty construction. These are the two reasons why roads fail. But recently, the cause is mainly poor construction. Now the fact is this, I talked to some engineers recently and I believe that some of us who are senior engineers need to come together and look into these matters because they are getting out of hand. Nigeria is investing so much in road infrastructure and unfortunately, after the roads are built, they collapse within a short time. This is simply because most of the contractors are not building to specification. When we build roads, there are certain basic engineering requirements. We have various aspects of the foundation; first of all, we carry out the design to ascertain the volume of traffic that goes on the road. The road is not built for every kind of traffic. The cost of the road will depend on the traffic but here incidentally, most of the roads are asphalt concrete. Asphaltic concrete-built roads are very expensive roads and are durable. An asphaltic concrete road, if properly designed, is supposed to last for about 50 years without any maintenance. But unfortunately in this country, there is hardly any of these roads that last for five years without maintenance. So, I think the cause is poor design and construction. Usually, an engineer who designs a road is supposed to calculate the run-off and put adequate culvert that will take up that type of water; when that is not done, the road will be alright but when it gets to that point it will collapse. When a road is washed out, it means that the design has not taken into account the proper amount of rainfall in the area; the discharge and the runoff are all supposed to be taken care of in the design. The answer to your question is yes, the failures are caused either by faulty design or faulty construction and it is important that every senior engineers come into the matter to ensure that federal and state governments are saved the colossal amount of money they are losing through this type of failures. It is even worse with the state governments- most of the state governments carry out construction without design and engineering supervision. The contractors just come to do what they like and go. When they award the contract, they should make sure that the contractor who is doing it has got a staff member supervising that job. The person should be a well-qualified engineer who is registered by the Council for the Regulation of Engineering in Nigeria (COREN) and a member of the Nigeria Society of Engineers. That is the person who will be held professionally liable for any failure.

But there have been allegations of compromises on professionalism by both the engineers and major government players, how can this be addressed?

The engineers are professionally liable. If any engineer supervises a job and a contractor fails to deliver a job that is acceptable to engineering standard; if it is discovered, such an engineer will be penalised and disciplined by the Nigerian Society of Engineers and COREN. So, if the case is not brought up by the state government or reported, there is nothing the NSE or COREN can do. The truth is that in our profession, you have a professional obligation in everything you do; that is why when a professional designs a job, he puts his signature and seal. That signature and seal mean that you have accepted the professional responsibility for the job you have done.

As a member of the PDP BoT, how would you describe the recently-concluded governorship elections in Kogi and Bayelsa states in which the ruling APC won?

Frankly speaking, I want to make it abundantly clear that I am in the PDP but I am not a young man, I am a senior citizen of this country and my main interest is in Nigeria. I’m not among those politicians who will come every time to blame the opposition or blame the other parties. The truth about it is that those of us in the PDP saw the whole thing coming. I don’t want to blame people; you know I have seen people blame the president several times. Blaming the APC is not correct. I am very sad about it because I would have liked the PDP to win. Bayelsa is a PDP state, why should our party fold its hands to allow our members to vote for the APC? Something is wrong. The truth about it is that Bayelsa is traditionally the strongest PDP state in the South-South. But all these blames on the APC, they blame INEC and so on, I don’t share in them. Our people should have done their part. I don’t share this idea of people blaming people and giving excuses. My advice is that the election is gone and it is over; let us now as the PDP in that state reorganise our group and get ready for the election in 2023. The truth is that the APC won with an overwhelming majority.

There are insinuations that Nigeria under the regime of Major General Muhammadu Buhari (retd.) is divided. They have alleged that he has promoted ethnicity beyond any other leader in the history of the country. Do you agree with that insinuation?

I’m in sympathy with the people who rule this country. He is not an angel but he has his strong points. Every ruler who comes in must be assessed by his strong points. We in the South-East are not happy because if you look at the government of today, you hardly see a south-eastern name mention anywhere. I think this government has been the worst for us. In fact to bear an Igbo name now seems to be an offence. Before now, you hear the name of Igbo persons in the high positions but now it looks as if there is a general decision that the Igbo people cannot hold high positions. Look at the presidency that is zoned between North and South: Obviously people know that by this zoning, the South-West and South-South have gone; now that it will be the turn of the Igbo people; but some of them have started given excuses that the Igbo cannot produce president, and so on. How can the Igbo people, who fought for the independence of Nigeria, not be able to present candidates? I have an Igbo candidate in the APC who can be president. I have an Igbo candidate in the PDP who can be president. I have Igbo candidates in other parties who can be president.

Look at them up, they particularly hate Igbos but will turn around to blame it on bridge building.
The only Northerner Igbos don't like is Bubu who doesn't like Igbos as well so the dislike is mutual but Bubu apologist equates not liking Bubu to not liking all northern politicians but Gani Adam's is already lamenting, Fowler is lamenting and very soon Tinubu will start lamenting.

SOUTH EAST: IS IT NOT TOO LATE?

I have read the recent transmissions by Senator Bukola Saraki directed at my Igbo tribe. I have deliberately kept mum on this as I had earlier resolved to speak less on Igbos as regards the 2019 Elections and 2023 Presidency having said quite a bit.

However seeing as some of my brethren have swallowed the cheap bait, I will chip this in just to keep the reality before us, at least for posterity sake. Truth is bitter but it's still the best medicine.

My people say; 'He who does not remember where the rain started beating him, will not remember where it stopped'.

REWIND TO 2014.
A new National Party was being conceived. Political Parties, political players and Regions were being wooed to the new alliance.

'We' Igbos (read South East) vehemently refused to touch it even with a long pole. We packaged, sold to ourselves and bought the baseless propaganda that it was an Islamic alliance that would birth an "Islamic" and "Hausa" Party. Simply because those our brethren heavily invested in the PDP at the time were afraid of losing their vested selfish interests.
Till today I'm still trying to fathom the basis for that wicked and twisted deceit especially as many of those Igbo elites who sold that dummy have since ported to the same APC.

We failed to even identify with that new Alliance. Hence the Party, APC was birthed without any remarkable input from us or presence. The few amongst us who aligned were called all kinds of names and abused to high heavens by us even when they were proven right afterall.

Thus the few Igbos who were part of it were at best fringe players as they didn't have the required clout to make serious demands and do the necessary political wheeling and dealing required in Politics to strike the hard bargains since politics is all about interests and numbers. They were even suspect, so much so that it was only their personal political sagacity that gave them whatever they got.

That Party went on to win the Presidential Election which in truth, most of us never believed it could or would, because of our half baked permutations and poor understanding of Nigerian politics. But it did.

Curiously we turned up at the fore front of telling this same Party how it should share it's 'spoils of war'. We became hypocritical moral champions with an over bloated sense of entitlement. Who does that, in all political reality and practicality? But we did, even while vehemently and vociferously still refusing to shift our position, style and rhethoric.

We dug in. Supported every bad thing and person against the Party, the elected President and the Administration while denying any and every good done to and for our Region.

Fast forward to where we are today. Almost four years after the 2015 misadventure, we have stayed put at 2015, refusing to move forward, refusing to shift grounds, refusing to play pragmatic politics, telling ourselves the same lies we cooked and bought in 2015 and some more.

Now after election, we have started again saying "APC cannot give Presidency to Igbos in 2023". "Buhari cannot hand over to an Igbo man because Buhari hates Igbos". "APC is deceiving you", bla bla bla.

Of course. We will believe Saraki, who has only but a fanthom dream of becoming President and whose only known record is selfishness but we can't believe Buhari who's already President and who has a record of voluntarily picking two great Igbo sons as running mates in the past? Chukwu aju.

It is interesting and vital to note here that the PDP which many of us still proudly support and adore was in power for 16 solid years and in those years there were 4 Presidential Inaugurations and on none of those was an Igbo man found worthy by the PDP of even Vice Presidency and we are still bold to say it is the APC that has not even finished one tenure that doesn't want to give power to Igbos. Odi nma.

NOW; Seriously, let's be sincere. As things stand today politically, why would the APC even hand power to us Igbos in 2023?
On what grounds?
On what records?
On what politics?
Is power given to anyone?
Is it an appeasement or a gift?

The APC is a political party. The main focus of a political Party is to hold power and keep it to enable it deliver on its agenda. So if the APC reads that the SE does not want the Presidency or does not have the capacity to help them win and keep power, they will stick with the regions that can and work with individuals who are interested.

Make no mistake, I have always said, I do not blame us Igbos for the decision majority of us took in 2015. It's our right. But continuing to pretend that it was other regions, Buhari or the APC that made us do what we did then or remain where we are today is purely self deceit and I refuse to play that ostrich game.

As far back as 2014, I and many others made that argument that Igbo Presidency was very feasible in 2023, ONLY under under the APC, ONLY IF we did a couple of things right politically. I personally continued to speak loudly on that even after the 2015 elections until when I realized that we were not ready to play the politics that was required and now I dare say it may be too late. Or is it not? Time will tell.

For now, we can continue to tell ourselves that we cannot hold the Presidency of Nigeria. We heard and read many of our brethren go from PDP to Biafra/seccesion (read IPOB) to Referendum to "Igbos do not need Presidency but Restructuring" etc forgetting that all that didn't lie squarely with us alone. We think other regions are not reading our body language?

We really don't care what Saraki writes or says because they've all come to realize that it's very easy to play us like a flute. So like Saraki, like Fani Kayode, like Fayose, like Atiku, even Jonah Jang of all people, they keep playing us.

We have learnt not to bother ourself anymore to avoid unnecessary arguements with nonentities
As some of us have said, it's good governance we want, even if only one village will be producing the Presidents. So be it..

Ka Chineke mezie okwu

The afonja in SW won't vote for them
Yoruba Muslims wont vote for them
