The north did not control the south in any real way until the ibo man struck and they could not change the constitution without the south despite their supposed numerical advantage. The British left us a good system...what changed? The ibo man wanted to dominate everybody and staged a coup that brought in the military....military changed the rules of the game to keep the ibos in check including creating states to remove oil from ibo control and fiscal autonomy. according to that map, portharcourt is not part of ibo land, I suggest you consult google maps to locate port harcourt or a refresher course in Geography.
