What that means, as I remember president GEJ saying then, is that once the govt pays it's counterpart fund for the project, which Jonathan did, the project will go on irrespective of who is in power.

That's the truth they don't want us to remember.

A similar arrangement as the standard gauge railways with the Chinese loan completing what the Jonathan administration already paid.

My friend look at the above links, Government is a continuum, Jonathan started the work on that bridge under a PPP, and disbursed a huge chunk of Government part of the required funds before leaving office... Don't attempt to rewrite history. If Buhari dies today, that bridge would still be completed and tolled, because it is a PPP.

Didn't you know that the project was reviewed under the current adminstration to include a rail line to Onitsha from Agbor?

It makes no sense to hinge the project on 'trying to curry Igbo votes' because Igbos have never particularly supported Buhari, and Buhari is serving his 2nd term already.

The 2nd Niger Bridge is a national interest project, whichever way you look at, but especially in the sense of the economy and ease of doing business.

I would like to let you know that a PPP project does not imply that it is not a government project. The PPP is just designed to fasttrack realization of critical projects.

The funds coming from the private companies or consortiums are not free, as participating entities will recoup their investments.

A Consortium JB-NSIA, is working on the project on the basis of Design, Build, Finance, Operate and Transfer (DBFOT), at a total cost of N108 billion. The Bureau of Public Procurement (BPP) reviewed the concessionaire’s cost of N138 billion down to N108 billion. The project phases will be constructed under Engineering, Procurement and Construction contracts awarded by the Federal Ministry of Works (FMW).

The main construction of the Second Niger Bridge will cost N210bn, the Federal Government announced on Friday.


It also stated that the construction work of the bridge would be awarded in about two months’ time as the memo for its procurement would be sent to the Bureau of Public Procurement next week.

The main bridge, which has a length of 1.59 kilometres, forms part of the 11.9km length of the entire Second Niger Bridge project that comprises four sections namely: Asaba road, toll plaza, bridge and Onitsha road.

The bridge links Delta and Anambra states, but the entire road project traverses a lot of communities in these states.


The Director of Highways, Bridges and Design, Federal Ministry of Power, Works and Housing, Sogbesan Adetokunbo, stated that the activities currently ongoing at the project site were mainly early works, adding that the construction of the main bridge would soon commence.

When asked what it would take to complete the main bridge and the projected completion date, Adetokunbo replied, “It should be completed within two years and the cost to do this at the current rate is about N210bn. Please note that this is for the main bridge work.”

He emphasised that the procurement for the main bridge would start soon and that a memo on it would be sent to the Federal Executive Council for approval, after getting a no objection response from the BPP.

Providing a brief history of the project, Adetokunbo said, “ Early works 1 to 3 have been completed. Early work 1 comprises the design of the road, soil investigation, preliminary drawing and final engineering drawings. Early works 2 and 3 are at the Asaba end, while early work 4, which is ongoing, is at the Onitsha end.

“So, early works 1, 2 and 3 are 100 per cent completed, while early work 4 is about 45 per cent completed. But the main work, which is the main bridge, is at the point of procurement. The estimates have been concluded, a memo has been written to the BPP for no objection, and thereafter, a memo will be sent to FEC for approval.”

To some people even if Buhari build their fathers house from start to finish, they would complain and say Jonathan thought of it first, and built it in his dreams.

Since you remember so well, can you tell us the other party ti the contract that is funding the project other than FG? While at it, can you tell us how much GEJ paid to the contractor as FG share of the counterpart fund?

You are correct to the extent that the railway project has local funding component.

However, what I meant was that because of the Chinese counterpart funding and the consequences of breaching the contract, FG has made available the complete local funding as early as 2017 and there was no need for a yearly back and forth on appropriation and budget defence.

While in the case of the expressway, funds have been made available piecemeal, on a yearly basis. Infact, there were reported instances of the budgeted amount being slashed under the leadership of Senator Bukola Saraki, the Senate President, as he then was.

Now, I'm not in any way defending Fashola but I just like for us to compare apples to apples. If you, as a person, were to be evaluated for performance and non-performance; I would try to do that vis-a-vis the resources that were made available to you.

"Fashola said the budget for Lagos-Ibadan Expressway was slashed by more than two-thirds from N31 billion to N10 billion, even as contractors have demanded an outstanding payment of N15 billion."

If you look at Fashols's history, he takes glory but when things dont work it's always someone elses fault, even when he chop, he say he didnt sign cheques.

Jonathan paid for the design and preparatory works. The actual contract for the construction was signed in 2018 after Jonathan left office. The PPP arrangement that Jonathan wanted to put in place didn’t work out. The Buhari administration is paying fully for the bridge without any private participation.

This man is Yoruba, but he has visited the SE/SS inspecting projects more than Chibuike Amaechi who comes from that region.

I am sure Amaechi has no plans to go for an elective position again because he is not setting the right precedence.

And do not expect northern vote to Fashola incase he is contesting. The north will rather vote Ameachi than him.

Road construction is not the same as railway construction. Government is fully funding road construction through annual budgets while railway construction is majorly funded by the Chinese with Nigeria paying about 20% counterpart fund.

As part of the railway loan agreement with the Chinese, FG must pay its counterpart fund fully before commencement of construction. So you see, railway projects doesn’t encounter budgetary allocation and release problem. Amaechi is no Superman, he’s just fortunate that all he has to do is supervise and not worry about money.

Two years ago, Saraki publicly boasted that he cut N30billion away from the proposed budget of Lagos-Ibadan expressway and second Niger Bridge. That’s the kind of problem that ministry of works is facing. Even when budget are approved, to get ministry of finance to release the money is another problem entirely. Some years, they may not even get up to 50% of approved budget. So, why will Fashola not come up with excuses? Will he use his personal money to construct the roads and bridges?
