What's exactly your point?

Take any group, promise any individual from that group huge reward for completing a task (say finding a lost pin head in a very large room) and you will see them working for their self interest which would invariably work against the task at hand. Say a football team, promise any player that scores 10m and you see them being selfish, even at some point, working against team effort.

But promise the group a fine reward, and you see them working together, bringing ideas, sharing ideas to achieve the desired result.

My point is, what the minister said is completely out of place and will definitely work against collective interest. Aside from the selfish interest that might work against achieving the desired result, there a serious problem with the sort of motivation.

First, where are these scientists going to see this virus to examine and see what works for it? Obviously, this virus is new and not much is known about it and its infectious and deadly. Also, there will be a lot of technical hindrances to their effort, tools to work with, electrical, funds to pursue the project, research sources etc.

My point is, what the minister proposes is unworkable solution. However, it would be ideal if he can through the opportunity open to brilliant minds among members of the public who would sign up, work together with other brilliant people, in a control environment where they have access to all information about this virus, where they have the funds to pursue solutions, the machines and equipment to try things out, share ideas toward achieving the much needed solution.

You are probably right in some cases, but not in all cases. The challenge here is, the resources to work with, not just any rat, you need a strand of the virus.

Books reading are different, no risk of death. Besides, first materials are first class materials, but innovations and breakthroughs like these are not generally made by first class materials. But virus that does not a have a way of dealing with it? Well...

And in this case, you need a rat that has the virus or infect it with one. Bottom line, you will still need the virus to test your work on it.
