The government should look down to the root of this boko haram crisis. It might not just start from having an Islamic state separate from it's state. The BH and ND militants are not the same, BH militant support a religious ideology, ND militant support access to the oil wealth. It's difficult and almost impossible to reform a religious fundamentalist group just look at Al Qaeda, ISIS and the Taliban. ND militants haven't been rehabilitated, they have been paid off by the government for access to the oil wealth, the militants are still a potential problem.
