From what I heard, it seems the restoration of the Africard is a kind of trap because a handful of people also have the same issue and upon confirmation at the bank it was discovered that any Africard with a transaction history via PayPal is flagged ( because PayPal isn't fully legalized in Nigeria for receiving funds). It might even lead to arrest as the person stated.

NOTE: I haven't confirmed the authenticity of this news but as regards not being able to withdraw, you are not alone.

It is normal protocol to prevent or minimize fraud and money laundry. As long as you can prove you worked for the money and provide back up, you should have nothing to fear. The truth is a lot of money was and is coming in through Africard, CBN and the banks were not just going to play siddon dey look.

People begged UBA to restore the service that the funds were from legit sources, now they have restored it and are saying Come forward to prove yours is legit.

Even with your regular bank account the protocol is that your bank will want to know you the first time some figures hit your account, they may ask where the money is coming from and once they're satisfied you're cleared.

I'm not using Africard for now. Payoneer for at least the next three weeks. You guys shouldn't be afraid to go to the bank. Just make sure to go with proof of your freelance gig, earning and payment method

Funnily enough, his accent was clear. It was the customer that ruined the call for me. I also gave it up.

He is currently working for Gotranscript ( have taken a break from QA World) and they accept payoneer. So he will be using the payoneer option for now due to avoid PayPal wahala.

Only if your source is not legit. If UBA is holding my hard earned money, I'll go there with proof showing my PayPal transaction to my Africard account. If they're not satisfied with me working online and earning, they should provide job for me or better shut down the whole Africard (which is impossible because of what they get)

Well, I'd say 90% of people on this thread that followed that PDF for PayPal registration will use dia correct information (name, address, valid ID, phone number, etc). You'll only panic if the information provided are false...one thing I'm sure of is that UBA cannot hold one's legit cash with clear and non fraudulent proof. This is 21st century.

Let's assume you're using a different name, but I think what UBA will be interested in is the source of the fund into PayPal before it hits the card you linked. If the source is legit, why worry?

Only very small part of those on this thread are part of those withdrawing from PayPal to Africard.

Ask UBA to tender money they have received to Africard then you will know that the piece of information
has gotten to wrong hands than right hands.

Except they involve experts that know about how online money making works, it cannot be easy for them
to know funds coming into a PayPal account to be from legit source or not.

I do not reckon PayPal ever echoing that point, they just need your actual information, as long as you do not provide fake information

On a serious note, it is not that illegal except one is using it for illegal stuffs.

In 2011 when my Dubai PayPal account which I was operating with USA static IP (I now use UAE static IP)
was limited, I gave them my Nigerian drivers license, they restored my account and even awarded my
account with VIP status in 2014. I could withdraw any amount at anytime to my africard i.e no minimum
amount, no one withdrawal in 24 hours etc.

Same here. They once limited my account with funds, I called and they were aware of where I was using it from and were able to resolve my issue by going through my account statement and ID which I provided.

So If I'm studying abroad and I need to use paypal I can't open paypal domiciled in that country.as a Nigerian citizen.
And when I come home for summer It is illegal to use my account?

On Nigeria dynamic IP?

That is one of the reasons some accounts are blocked by some of their staffs.

Some will tell you to change to home IP i.e IP of the country of your PayPal
before your account could be restored.

I've said it times without number that operating ones foreign PayPal account
is not ideal and cause security breach on their system.

That is the best illustration.

But operating it on your home IP is not what PayPal likes. Many people that I've helped
to setup static VPN IP of abroad they came from.

For example, a Nigerian medical doctor in Saudi Arabia came to Nigeria for few months
last month, and I setup a Saudi Arabia VPN IP on his laptop which he uses to access his
Saudi Arabia anywhere he goes around the world to avoid stories that touch.
