America is at war with the world so It is not a promotion thing but meritorious from core millitary strategy to win war.
We can only wish Colonel Ike well and for more promotion and God's protection on him.
In Nigeria, there are many yaribaz and hausa/fulani generals without war but doing police duty as military function or reading newspaper in the office while they show their might only in civilian population allowing untrained locals to do whatever they like.
