Unless she was kidnapped at school or day care,I will blame the mother for this. A 3 year should never be alone in any circumstances unless she is in her room sleeping. Where was her mother when she got missing? Maybe she was on Instagram following her favourite celebrities or updating WhatsApp status for cheap attention.
