If you check the date on this article, you will notice that it's a bit far.
There was an amendment to the contents thereafter when the big caps started distorting the ASI (when there was lull in the market) and thus crashing the prices anyhow.
The 100k block rule was then enforced on all equity irrespective of their class or category as a quick measure to address the anomally and stabilise the ASI I think.

The stock market generally responds to likely future events, not necessarily about the present. The very reason why markets around the world tanked heavily at the wake of COVID-19 and responded positively when government interventions started trickling in. I think the market will generally continue to travel north but will definitely make slight pullbacks here and there as the news of economies re-opening, and the flattening of curves of COVID -19 continue to happen.
