Yes!
Jupyter notebook is an online editor and so it doesn't require your system specs nor do u have to download it. You can check YouTube on how to use it.

I learnt October the basics October last year but I stopped due to school exams.

So I continued again during this lockdown, started numpy,pandas,matplotlib, Seaborn and scikit-learn.

Check this for example.

Try to uninstalll the libraries giving you issues from pip and reinstall, but first clear the app cache from settings before reinstalling the libraries
