To pick federal employment form it has to do with your geo-political Zone and when you get to their federal Secretariat just ask for establishment department and you will be directed or you tell them that you want to pick federal employment form.

Note: To be candid with you federal employment form doesn't work now a days if you don't have a contact your form will just end in dustbin.
