Copied Integrated Personnel Payroll Information (IPPIS) is a new motivation that, removes the cumbersome manual processes in government's MDAs ( Ministries, Departments and Agencies). IPPIS is used in calculating the salaries of government employees. Under IPPIS, salaries are paid centrally from the office of the Accountant General of the Federation into accounts of the employees. More so, on same IPPIS, the database of the employees are stored in the system. The system eradicated the former practice of paying salaries to workers. Under this former practice, staff salaries were given to the MDAs, for onward payment to the staff. This method gave room for ghost workers to exist in the MDAs. According to the Former Minister for Finance, Dr. Ngozi Okonjo-Iweala, through IPPIS, the Federal government was able to save the sum of 160 billion naira by getting rid of 60,000 ghost workers from the payroll. In 2013, according to the former minister, the staff audit conducted in 2013 showed that, out of the 26,017 staff on the payroll, 6000 workers were ghost workers. The audit exercise exposed the monumental corruption and theft, that characterises the MDAs. IPPIS is a world bank assisted project. The reason for the establishing of the project was to: (1) create a comprehensive and reliable database for public service; (2) facilitate manpower planning; (3) assist in providing information for sound decision making; (4) eliminate credential falsification; (5) facilitate easy storage, update and retrieval of personnel records; and (6) get rid of ghost workers and eliminate financial impropriety. The reasons for the establishment of IPPIS is by far so beneficial for the Nigerian government and it is the time for everyone to start seeing the system in this light. The insistence of ASUU not enrolling in the system has not rendered it impotent. ASUU has been canvassing for alternative way of designing the system to accommodate the peculiarities of the academic institutions. In my opinion, if the alternative system can achieve the same purpose the IPPIS set to achieve and, at the same time, take care of the peculiarities in the academic institutions. |
