Other state might be better since you plan to build an hostel and not residential building. Lagos is no go area alot scammers among the land agent. Hostel should be close to higher institution for a good return on investment(ROI). Outside Lagos will be a good location for your proposal.

Please tell them oh. That was how someone said 19m will build a 5 debroom duplex in 2018. Infact he said his friend started it and with 12m, he is already at finishing stage.
