relevant questions to be asked : how long did their relationship last ? How did they break up? Does ur friend still talk about her or wants her back ? Do u believe ur friend ever loved her ? Is this particular girl in love with you too? When u answer would give u my advise .

Beforeyou go for it, make sure it is something serious and will lead to a serious conclusion. If you lose a bro cos of some fling it will not only haunt you, all your friends will view you as a traitor cos no one will believe you didn't have something with her when she and your friend were still dating. In other words, nobody will trust you around their girl and in any other matter
