There’s a “Transfer of Service” form you will request from the federal civil service. And then request that your former employer (state civil service) sends your Annual Performance Evaluation Report (APER) to your new employer (federal civil service) to prove your years of work experience.
But the most important thing is the connection. You have to meet the federal civil service state commissioner at FCSC to facilitate the process.

It still boils down to knowing people that will pursue the process for you, most importantly your state commissioner at the Federal Civil Service Commission.
It can go both ways.

Presently,my hubby is working his transfer from state level to Federal level,I'm not conversant with the process though but it requires knowing someone or having money to pay to be transferred to the ministry of your choice but they must be a vacant position.

Few weeks ago,they called him that they was a position for a quantity surveyor, unfortunately my hubby is an Architect so he declined.

Like I said earlier,I don't know much about the process but it is possible.
