For the first question, create a new Facebook account with Oyinbo Info. Oyinbo all the way... Although some do use their real Facebook account but that domain name will be the one to sell itself. And for the second question, treat this business as a real business.

It's not rocket science, a rational being wouldn't do that. Just move on to the next end user whose business is in Owerri. It is as simple as it is.

Something similar happened recently.
The end-user was listed on Google maps for that city and was even running ads and the man said he doesn't live there.

If the offer was sent from your epik's landing page and you accepted it from there, you need not do any follow up as epik will handle that by sending the buyer reminder(s) if he delays in paying. But if the offer came through a direct email from the buyer to you, you need to do follow up if he delays in paying after you've accepted the offer and edited price.
