My observation concerning this matter is as follows:
1: the client should have stated from the beginning that payment was to be made by the end of the month. If such clause wasn't stated from the beginning of the project, then the client has no other option than to pay immediately after work is done.

2 : the contractor should have asked for the terms of payment before accepting the project. Though the client didn't state it from the beginning so he has to pay you, but you are the one doing the job so you should have asked. So I will still fault you for not asking about terms of payment.

In conclusion the client should pay up the contractor and stop talking about month end. If the client is unable to pay now, the client should appeal to the contractor to exercise patient till month ending and not threaten him with law suit.
