When it comes to funds, the bucks doesn't stop with the president, it stops with the Senate/legislature, it's called separation of powers. The executive can not fund anything without the approval of the Senate.

The president can propose or seek anything, it's up to the Senate and the people in charge of the money to make it happen.

The senate can even slash or remove the entire thing from the budget. Didn't Saraki slash N30 billion from the president's Lagos Ibadan expressway construction budget?

Government is a continum. Pdp failed cos they never completed any major infrastructural project be it power, rail or bridge. If pdp was still in power, the projects APC is completing today will never get completed. Case in point is the pdp secretariat. Pdp started the river niger dredging, where were they on that project as at 2015?
