EndSARS: Police officer, who championed formation of SARS during Buhari’s military regime, says he regrets forming it

Mr Kwajafa, in an interview with BBC Hausa Service Thursday program, said SARS was formed when the then military head of state Muhammadu Buhari ordered the then Inspector-General of Police, Etim Inyang, to come up with a strategy to fight rampant armed-robbery incidents in the country.

A retired police officer, Fulani Kwajafa, who championed the formation of the now-disbanded Special Anti Robbery Squad (SARS) has said that he regrets creating it.

He also said that the police formation had derailed from what it was created to do at inception

Mr Kwajafa, in an interview with BBC Hausa Service Thursday programme, said SARS was formed when the then military head of state Muhammadu Buhari ordered the then Inspector-General of Police, Etim Inyang, to come up with a strategy to fight rampant armed-robbery incidents in the country.

Mr Inyang served as IGP between 1983 to 1986. He was preceded in office by Sunday Adewusi while Gambo Jimeta succeeded him.

How SARS was formed

Mr Kwajafa said there was an upsurge in violent criminal activities which prompted then military head of state, Mr Buhari, to direct Mr Inyang and his lieutenants to do anything to stem the tide of armed robbery incidents in the country or lose their job.

“The IGP called me that we should do something to save the country from armed robbery incidents; I accepted the offer and requested for time and materials. I then mobilised personnel for the task,” Mr Kwajafa recounted.

”Four months after the formation of SARS in 1984, the unit flushed out the criminals and there was peace all over following the successful operation,” he said.

Regrets

The retired police officer said he was disturbed by the stories he heard about how the disbanded SARS operatives violated the rights of Nigerians and even killed some of them.

“The stories I am hearing about the activities of SARS is damaging; I ruled that even among the SARS there are armed robbers,” Mr Kwajafa said.

“This is not the SARS we formed in the 80s, I use to be ashamed that I am the person that created the SARS because of their activities, had it been I knew such things will happen, I could not have created the unit, Mr Kwajafa added.

He said those that knew the activities of initial SARS will say it’s Mr Kwajafa that formed it.

He said the controversial police unit had derailed from its official rules of engagement and responsibilities.

There have been several protests across some cities in the country calling for extensive police reforms, end to police brutality, extortion, intimidation, harassment, among other vices, levelled against the Nigeria Police Force.

The protests have created some casualties. The Amnesty International conservatively put the figure of those who have died so far, at least as, 10.

In their separate reactions to the ongoing protests, the IGP, Mohammed Adamu, has disbanded SARS and replaced it with SWATS while President Muhammadu Buhari has acceded to the Five-Point Demand of the protesters.

Mr Buhari also promised extensive police reforms but yet to spell out the details of how the reforms will go and when.

As of the time of filing this report, the protests were still ongoing.

The intention of those that formed SARS is different from what we are seeing now. We have seen top actors, top musician protest on the street . Where are our daddy? Is protest a sin? Why don't they spend one hour on the street to give their blessings. Are they intimidated by the power that be?

When Shite top leader was detained by Federal Government, the regional leaders led the people to a violent protest. When Catholic priest was abducted in benue state, the bishops led the people to a peaceful protest. In these protests, the youth played an active role . Today, the youth are protesting against police brutality, the clergy are not physically active. The youth could interpret this as clergy protest only when one of them is personally hurt. Until SARS brutalised one of them , they will remain silent. The youth should not perceive clergy as selfish preachers who act only when they are hurt. This could mark the begining of lack of trust towards the duo. The revolution now now protest by Sowore received a poor turn out simple because he was a politician and the people do not trust politicians. Religion continues to thrive in the country because of the perceived trust the people have in the Men of God. This trust has been declining gradually in recent times especially since clergy began to mingle in politics . The politicians are currently alledged to be opposing the protest behind while singing their support publicly. They are accused of sponsoring hoodlums to stop the protest. They have been suspected to have a hand in calling threatening protesters to back off. Are the clergy receiving the same threat?


It is in trying moment one knows his true friends.The clerics need to take a stand. Are they in support of the top government officials and politicians whose financial assistance sustain the church ? Would they side with the youth who participate actively in God’s house. In the fight against oppression,the silent one sides with the oppressor .A one hour presence on the street is all the youth need youth people need . The presence of a spiritual leader can help steer the protest tow
ard a more peaceful and Godly manner.

Even the 'founder' realises that SARS is bad news. Yet some miserable animals still prefer to link yahoo boys to the anti SARS agitations. We are talking about a unit created and designated to fight armed robbers specifically, which then deviated ENTIRELY to EXTORTING (not even apprehending) suspected yahoo boys, and then subsequently extorting anyone at all they encounter.

But some frustrated idiots somehow insist on reducing the discourse about an Anti-Robbery Squad to yahoo boys. As if we don't have other agencies whose mandate is to tackle cyber crime.

I can't blame Mr. Kwajafa or anyone else behind the origins of SARS. SARS as we knew it was an essential unit. I have to emphasize ESSENTIAL. They should exist to tackle violent crime in terms of reacting to distress calls and such. . What I simply don't understand is how such a unit reduced itself to a useless bunch of extortionists mounting checkpoints, and looking for yahoo boys (at first) and later anybody at all to extort. It is a big shame.
