Open a small shop or supermarket selling things EVERYBODY needs like indomie , cooking oil, drinks, pure water, recharge card, bread, eggs etc. She can even arrange an area to cook and sell indomie to ppl. I will do that RATHER than work as slave for anyone from 7am -9pm , 6 days a week for 40 K a month including transport Wahala. With her biz , she create her own schedule, and can make at least a profit of 3-5 K a day at a minimum. If she makes 3k a day and work 6 a week, that's 72K a month without having to deal with insults from some Boss. EVEN @ 2k a day in profit, she will still make close to 50 K profit a month WITHOUT the stress of transportation and boss nonsense.

You have no suggestion, you're very quick to throw out the one raised instead of looking at how to modify it to eliminate risks like say every transaction must be with ATM card and no mobile transfer. It's safest anyone that wants to start business just follow ur mind. People trying to advice has no idea what they're saying but will be very quick to discourage.

every business is prone to fraud. All she needs to do is ensure she debits all customers directly from their atm cards..she doesn’t have to take transfer, infact transfer to her defeats the purpose of the business except from very familiar people.
