1. What is UTAS?

The University Transparency and Accountability Solution (UTAS) is a payment software developed by ASUU in 2019. It is a prototype of the Integrated Payroll and Personnel Information System (IPPIS).

2. Background to UTAS:

Events leading to the development of UTAS began in February 2014 when ASUU told the Federal Government about their reservations for IPPIS. 5 years later in 2019, The Union’s National President, Professor Biodun Ogunyemi told newsmen in Abuja that:

“We thought they agreed with us; they said we should nominate three people and they will also nominate three persons; then we should come up with a platform that will be acceptable to ASUU.

“We did not hear anything from them until in July 2019 when ASUU members were asked to enrol into the IPPIS.

“The platform we had in mind is the one we have now started because they pushed us to the point of taking on the challenge.

3. Legal Backing:

Fast Forward to October 2020, Profesor Ogunyemi revealed that varsity lecturers preference for UTAS was backed by legal provisions.

“The University Miscellaneous (Provisions) (Amendment) Act (2003), which government gazetted as University Autonomy Act (2007), has vested the powers of personnel and payroll system issues in the hands of each university’s governing council,” he said.

4. Supports The War Against Corruption:

ASUU is urging the federal government to use UTAS in effecting accountability and transparency and in the process of payments of lecturers’ emoluments.

5. UTAS or Nothing:

The union says it would stop at nothing in ensuring the implementation of UTAS which they say is better than the IPPIS.

With the level of incompetence in the IPPIS , i strongly want the UTAS too .
Imagine , they made payment , some got less { 8K } , some didnt and they said some got excess and want them to pay back the excess .
Come on !

So far, UTAS has been in the positive light than IPPIS.

Even PENGASSAN are about to embark on strike cos of this same IPPIS.

Even the minister of state confirmed the deficiencies of IPPIS. I think FG should give the UTAS a chance.

Why can't the fg look into it and accept it and work on perfecting it (if there are deficiencies) instead of trying to force the ippis on them.

Nigeria a Country where Professors rig elections for Politicians but expel students for Examination Malpractices.

The same Politicians end up punishing the Professors with non payment of salary then the Professors turn back and punish the student with Long ASUU Strike!

FG that can't make its own crafted IPPIS work would now suddenly make UTAS an overnight wonder?

Trust me, that's a joke being taken too far.

By the way, there are a lot of workers under IPPIS in many sectors of the country. Why is ASUU's own such a big deal? Those I know who work under FG actually appreciate IPPIS because it saves them from some unnecessary deductions, according to them.

I think the Government should allow the lecturers their right to self determination, moreso the Act backs this right.

I don't understand why they are hellbent on the choice of platforms. Who stands to gain one would wonder.

IPPIS is a better way to steal for FG while UTAS is a better way to steal for ASUU.

Enough of all this rubbish mode of salary payment that has lasted for seven or eight months and nothing positive yet is coming out till date. Greedy ASUU should accept IPPIS platform and let the students resume school now, Dictating the mode of salary payment for your employer can not work out in anywhere in the whole world and if Federal government decides to accept UTAS now, probably other Unions will want to do the same.

Democracy* has always been defined as the system of government of the people, by the people and for the people. This to me, and any right thinking person, means democracy as a system of government is people's government. It is a government that is constituted by the people; in other words, it is the people who hires those who will serve through electioneering process. By implication, the hired servants are to do the will and biddings of the people who elected them!
