This is Nnamdi Azikiwe Road Port Harcourt. It is one of the oldest roads in Port Harcourt city. It was named after the first President of Nigeria and Anambra born, Rt. Hon. Dr. Nnamdi Azikiwe GCFR.

Government house Port Harcourt is located on Nnamdi Azikiwe Road Port Harcourt.

Seriously,This isn't of any relevance,the road is obviously not in a good condition and also since your camera isn't 64mp, you should have at least stopped the car before taking photos or maybe they were just screenshots from the video I don't know.
But what's important is,the road ain't shlt.
