Reasonable suggestion but do they have the capacity to test everybody with malaria/flu symptoms?
I don't think they do.
I think the government should tell people the drugs to combat the coronavirus disease so that people take the drugs while also treating malaria.

He's saying any malaria like symptom should be assumed to be covid for safety purposes. It doesn't mean test wouldn't be done to ascertain their condition.
