It is not based on rank. Promotion is based on rank and not appointment. These ones are more of politics and less of competence. It's everywhere.

There are 4 positions, Bubu selected 2 from South and 2 from North. If an Igbo man has been selected, another region will loose out. It will always be like. Ibos should stop wailing.

When Jonathan appointed someone from Abia state, another region lost out and there was no noise.
