You will apply through studielink. There you will be told to choose your desired institution and provide all your details. Thereafter, studielink will forward your application to your chosen institution. The institution will communicate you via your email requesting that you complete an application on there website and submit all neccessary documents. If you meet all there neccessary requirements, I think you should be given an unconditional admission. For scholarship, you will have to search the university website for host of scholarship and fellowship they offer their prospective students. God Bless you.

I applied to a university in Netherland via studielink and I submitted the necessary requirements. I was admitted unconditionally and few days later I got a mail saying I have been nominated to apply for the OKP scholarship.... So it was the school I applied to that nominated me for the scholarship.....
Tho I still have to submit my application for the scholarship and wait for their response
