I would advice you to calm down.. since the dude has apologized. You don't need to escalate the situation by going to beat him up at his own house, that will only turn the table on you. You don't know who the guy in question is. Going to beat him up after his apologies, might make him want to revenge, and you don't know what type of person he is. It's best you don't even let him know you are her brother for now. Just keep monitoring the situation for now

She got there and the guy tried forcing himself on her, mind you she's on her period, she refused and during the scuffle she lost one of her earrings, she begged me not to take action that the guy has apologised, seeing that I was very hurt and I wanted to confront the guy at that moment. while she was explaining to me the guy called and kept on apologizing but I'm not having any of that.

I wanted to call some of my friends to beat up the guy but after she begged me, I still want confront the guy, warn him seriously but I need advice on if that's the best thing to do or which way do you think is best to approach the situation?

If you keep quiet and refuse to do something about it, the guy can still make another stronger attempt next time and succeed. It is better let the guy know that a third party is aware and that would put a stop to another attempt. What if the guy drugs her next time and have his way, so do something about it. Apologizing does not mean he could not make another attempt. Let me tell tell you something, nobody likes to fail when you attempt a desire, you still want to try again, may be you can succeed next time.

Yes, report to the police, don't turn the matter against yourself by confronting him and in the process you can inflict harm in anger. If you want them to give him serious beating you can pay some police guys to do that in their station
